Notice to the Population – Alert Status Statement

In view of the weather forecasts for the next few days, which point to a significant worsening of the rural fire risk, the Ministers of National Defence, Internal Administration, Health, Environment and Climate Action and Agriculture and Food today determined the Declaration of Alert situation throughout the mainland.

The Alert Situation covers the period between 00:00 hours on July 8th and 23:59 hours on July 15th.

The Declaration follows the elevation of the State of Special Alert of the Integrated System of Protection and Relief Operations (SIOPS), to the Special Device for Fighting Rural Fires (DECIR), in all districts of the mainland.

This Declaration stems from the need to adopt preventive and special reaction measures in the face of the High, Very High and Maximum fire risk foreseen by the IPMA in all districts of the continent in the coming days.

Within the scope of the Declaration of the Alert Situation, provided for in the Civil Protection Basic Law, the following exceptional measures will be implemented:

1) Prohibition of access, circulation and permanence within the forest spaces previously defined in the Municipal Plans for the Defense of the Forest Against Fire, as well as on forest paths, rural paths and other roads that cross them;

2) Prohibition of burning and burning leftovers from exploitation;

3) Prohibition of carrying out work in forest areas using any type of machinery, with the exception of those associated with situations of fighting rural fires;

4) Prohibition of carrying out work in other rural areas using brushcutters with blades or metal discs, brush cutters, shredders and machines with blades or front shovel.

5) Total ban on the use of fireworks or other pyrotechnic artifacts, regardless of their form of combustion, as well as suspension of authorizations that have been issued;

The ban does not cover:

1) Work associated with animal feeding and watering, phytosanitary treatment or fertilization, irrigation, pruning, harvesting and transport of agricultural crops, provided that they are of an essential and unavoidable nature and are carried out in irrigated areas or without forests, woods or flammable materials, and from which there is no danger of ignition;

2) The extraction of cork by manual methods and the extraction (cresting) of honey, provided that it is carried out without resorting to fumigation methods obtained by incandescent material or temperature generator;

3) Civil construction works, provided that they cannot be postponed and that appropriate measures to mitigate the risk of rural fire are adopted.

The Alert Status Statement implies:

A) The increase in the level of readiness and operational response by the GNR and the PSP, with reinforcement of means for surveillance, inspection, patrols to deter behavior and general support for protection and rescue operations that may be triggered, considering that the interruption of vacation leave and the suspension of days off and rest periods are authorized for this purpose;

B) The increase in the degree of readiness and mobilization of emergency medical, public health and psychosocial support teams, by the competent authorities in the areas of health and social security, through the respective supervisor;

C) The permanent mobilization of the Sapadores Florestais teams;

D) The permanent mobilization of the National Corps of Forest Agents and Nature Watchers that are part of the fire prevention and combat device, by the Institute for Nature and Forest Conservation, IP, through the respective authority;

E) The increase in the level of readiness of the response teams of entities with a special duty of cooperation in the areas of communications (fixed and mobile network operators) and energy (transport and distribution);

F) The performance by the GNR of patrolling (surveillance) and aerial inspection actions through the means of the Armed Forces, in the districts in a special state of alert of the SIOPS, for the DECIR, focusing on the marked places with a very high and maximum risk of fire .

G) Exemption from service or justification of absences of workers, from the public or private sector, who cumulatively perform the functions of volunteer firefighter, except for those who perform functions in the Armed Forces, Security Forces and the National Emergency and Civil Protection Authority ( ANEPC), as well as in public health care services in emergency situations, namely pre-hospital emergency technicians and INEM nurses.

In addition to the issuing by Armed of warnings to the ANEPC about the danger of rural fire, the Ministry of National Defense – provide air resources to, if necessary, operate in places to be determined by that Authority.

The Municipal Civil Protection Service of Aljezur reiterates the alert, so that behaviors and attitudes are appropriate to the situation. With the adoption of the necessary preventive and precautionary measures, alerting the competent authorities to any risk situation that they are aware of.

Face às previsões meteorológicas para os próximos dias, que apontam para um significativo agravamento do risco de incêndio rural, os Ministros da Defesa  Nacional, da Administração Interna, da Saúde, do Ambiente e Ação Climática e  da Agricultura e da Alimentação determinaram hoje a Declaração da Situação  de Alerta em todo o território do Continente.

A Situação de Alerta abrange o período compreendido entre as 00h00 horas do dia 08 de julho e as 23h59 horas do dia 15 de julho.

A Declaração surge na sequência da elevação do Estado de Alerta Especial do Sistema Integrado de Operações de Proteção e Socorro (SIOPS), para o Dispositivo Especial de Combate a Incêndios Rurais (DECIR), em todos os distritos do território continental.

Esta Declaração decorre da necessidade de adotar medidas preventivas e especiais de reação face ao risco de incêndio Elevado, Muito Elevado e Máximo previsto pelo IPMA em todos os distritos do continente nos próximos dias.

No âmbito da Declaração da Situação de Alerta, prevista na Lei de Bases de Proteção Civil, serão implementadas as seguintes medidas de caráter excecional:

1) Proibição do acesso, circulação e permanência no interior dos espaços  florestais previamente definidos nos Planos Municipais de Defesa da Floresta Contra Incêndios, bem como nos caminhos florestais, caminhos rurais e outras vias que os atravessem;

2) Proibição da realização de queimadas e queimas de sobrantes de exploração;

3) Proibição de realização de trabalhos nos espaços florestais com recurso a qualquer tipo de maquinaria, com exceção dos associados a situações de combate a incêndios rurais;

4) Proibição de realização de trabalhos nos demais espaços rurais com recurso a motorroçadoras de lâminas ou discos metálicos, corta-matos, destroçadores e máquinas com lâminas ou pá frontal.

5) Proibição total da utilização de fogo-de-artifício ou outros artefactos pirotécnicos, independentemente da sua forma de combustão, bem como a suspensão das autorizações que tenham sido emitidas;

A proibição não abrange:

1) Os trabalhos associados à alimentação e abeberamento de animais, ao tratamento fitossanitário ou de fertilização, regas, podas, colheita e transporte de culturas agrícolas, desde que as mesmas sejam de carácter essencial e inadiável e se desenvolvam em zonas de regadio ou desprovidas de florestas, matas ou materiais inflamáveis, e das quais não decorra perigo de ignição;

2) A extração de cortiça por métodos manuais e a extração (cresta) de mel, desde que realizada sem recurso a métodos de fumigação obtidos por material incandescente ou gerador de temperatura;

3) Os trabalhos de construção civil, desde que inadiáveis e que sejam adotadas as adequadas medidas de mitigação de risco de incêndio rural.

A Declaração da Situação de Alerta implica:

A) A elevação do grau de prontidão e resposta operacional por parte da GNR e da PSP, com reforço de meios para operações de vigilância, fiscalização, patrulhamentos dissuasores de comportamentos e de apoio geral às operações de proteção e socorro que possam vir a ser desencadeadas, considerando-se para o efeito autorizada a interrupção da licença de férias e a suspensão de folgas e períodos de descanso;

B) O aumento do grau de prontidão e mobilização de equipas de emergência médica, saúde pública e apoio psicossocial, pelas entidades competentes das áreas da saúde e da segurança social, através da respetiva tutela;

C) A mobilização em permanência das equipas de Sapadores Florestais;

D) A mobilização em permanência do Corpo Nacional de Agentes Florestais e dos Vigilantes da Natureza que integram o dispositivo de prevenção e combate a incêndios, pelo Instituto da Conservação da Natureza e das Florestas, I. P., através da respetiva tutela;

E) O aumento do nível de prontidão das equipas de resposta das entidades com especial dever de cooperação nas áreas das comunicações (operadoras de redes fixas e móveis) e energia (transporte e distribuição);

F) A realização pela GNR de ações de patrulhamento (vigilância) e fiscalização aérea através de meios das Forças Armadas, nos distritos em estado de alerta especial do SIOPS, para o DECIR, incidindo nos locais sinalizados com um risco de incêndio muito elevado e máximo.

G) A dispensa de serviço ou a justificação das faltas dos trabalhadores, do setor público ou privado, que desempenhem cumulativamente as funções de bombeiro voluntário, salvo aqueles que desempenhem funções nas Forças Armadas, Forças de Segurança e na Autoridade Nacional de Emergência e Proteção Civil (ANEPC), bem como em serviço público de prestação de cuidados de saúde em situações de emergência, nomeadamente técnicos de emergência pré-hospitalar e enfermeiros do INEM.

A par da emissão de avisos à população pela ANEPC sobre o perigo de incêndio rural, as Forças Armadas – através do Ministério da Defesa Nacional – disponibilizam os meios aéreos para, em caso de necessidade, operarem nos locais a determinar por aquela Autoridade.

O Serviço Municipal de Proteção Civil de Aljezur, reitera o alerta, para que os comportamentos e atitudes sejam adequados à situação. Com a adoção das necessárias medidas de prevenção e precaução, alertando as autoridades competentes para qualquer situação de risco que tenha conhecimento.
