Portugal Situation of Contingency in place from 00.00 HRS 15th September to 23.59 hrs 30th September 2020

The Council of Ministers yesterday approved the resolution declaring the contingency situation in the entire continental national territory, in the context of the COVID-19 disease pandemic, from 00:00 on September 15, 2020 until 23:59 on September 30 2020.

Council of Minister Communique 10th September – Situation of Contingency

1.The Council of Ministers adopted today the resolution declaring the contingency situation throughout the continental national territory in the context of the COVID-19 disease pandemic, from 00h00 on 15 September 2020 until 23h59 on 30 September 2020.

Thus, and taking into account the growth of new daily cases of contagion of the disease, the beginning of the school year and the expected increase of people in circulation, namely in public transport in areas with high population density:

The contingency regime in force for the Metropolitan Area of Lisbon will now apply to the whole of continental Portugal:

Limitation of gatherings to 10 people, unless belonging to the same household, on public roads and in establishments;

– Ban on the sale of alcoholic beverages in service areas or at petrol stations;

– Prohibition of the sale of alcoholic beverages from 20h00 in retail outlets, including supermarkets and hypermarkets;

– Prohibition of the consumption of alcoholic beverages in outdoor areas of restaurants and beverages after 20h00, except during meal service;

– Application to the whole national territory of the option to grant, as a rule, to the mayor of the territory concerned the power to set the opening hours of establishments in their geographical area, although within certain limits – from 20h00 to 23h00 – and with the favourable opinion of the local health authority and security forces.

– In restaurants, cafes and pastries 300m from schools, a maximum limit of 4 persons per group is imposed, unless they belong to the same household;

– In shopping centre catering areas, the same limit of 4 persons per group is defined;

– Setting up district rapid intervention teams to contain and stabilise outbreaks in homes;

– Specific rules for the organisation of work are established in the metropolitan areas of Lisbon and Porto, determining the obligation to adopt measures to prevent and mitigate the risks arising from the pandemic, such as scales of worker turnover between the teleworking regime and the work done in the usual workplace, and staggered work hours.”
